The date is not symbolic, it is a record of something that happened. On 8 March 1917 by the modern calendar, women textile workers in Petrograd walked out over bread and the war, against the advice of every party in the city. Other factories joined, the strike spread, and within a week the Tsar had abdicated. The February Revolution is named for the old Russian calendar, which is why its anniversary falls in March.

The idea was already several years old by then. American socialists held a Women's Day in New York in 1909, and Clara Zetkin proposed an international version at a conference in Copenhagen in 1910, where a hundred delegates from seventeen countries agreed to it without fixing a date. The United Nations adopted 8 March in 1975.
